A remark on development of numerical methods

A simple criterion for determining rank deficit of matrices is proposed.
It is derived by reconsidering the theoretical rank deficit from a view point of multiple precision.
Its numerical computation is performed in multiple precision.
Singular value decomposition(SVD), Gaussian elimination with complete
pivoting(GECP) and GECP with equilibration (GECPE) are compared.
Numerical results show that in developing a numerical method its practical application should be taken into consideration.
